27. Fiscal Year 2024-25 Homeless Initiative Funding Recommendations\nRecommendation: Approve Fiscal Year (FY) 2024-25 Measure H funding in the\namount of $587,202,000, the use of $30,296,000 from the Measure H\nCommitted Obligated Fund Balance, and conditionally approve State Homeless\nHousing, Assistance and Prevention Program (HHAP) Round 5 funding, which\nthe County is in the process of applying for, in the amount of $54,824,000\nincluded in the funding recommendations for Measure H-eligible Chief\nExecutive Office - Homeless Initiative (CEO-HI) strategies, the State HHAP\nRound 5 funding will be contingent upon authorization by the State Business,\nConsumer Services and Housing Agency; and take the following actions:\nAuthorize the Chief Executive Officer to enter into, execute, and deliver\nto the State any and all agreements and documents required or deemed\nnecessary or appropriate to secure the HHAP Round 5 funds, to enter\ninto, execute, and deliver a Standard Agreement for HHAP Round 5\nfunding in an amount up to $97,384,000 and accept the HHAP Round 5\nfunds from the State;\nApprove the use of $51,975,000 in FY 2024-25 from the Measure H\nCommitted Obligated Fund Balance to support approved Board projects\nwhere the CEO-HI was directed to identify funding sources for these\nprojects, or which were identified by the CEO-HI as critical unfunded and\nunderfunded programs or commitments that would strengthen\nimplementation of the New Framework to End Homelessness in the\nCounty; and\nApprove the use of $58,700,000 in FY 2024-25 from the Measure H\nCommitted Obligated Fund Balance to support the Pathway Home\nProgram, the County’s encampment resolution program that has been\nimplemented in partnership with local jurisdictions.
