4. Proclaiming February 2024 as “African American History Month” in the\nCounty of Los Angeles\nRecommendation as submitted by Supervisor Mitchell: Proclaim February 2024\nas "African American History Month" throughout Los Angeles County;\nencourage all County Department Heads to highlight and acknowledge notable\nAfrican Americans who have contributed to their respective professions, in the\nmonth of February; and take the following actions:\nRecognize the Los Angeles County African American Employees\nAssociation (Association), whose motto is "Elevate, Educate, Empower,’’\nfor the dedication and commitment of its members in providing essential\nservices to all County residents, especially during challenging times,\nadditionally, commend the Association for its year-round programs\naimed at enhancing the professional development of its members;\nEncourage all County residents to gain further knowledge of African\nAmerican history by accessing online resources and programs available\nthrough the County's Public Library and other library systems, as well as\nthe National Archives, and explore ways to engage African American\ncommunity-based service organizations and historically Black colleges\nand universities;\nInstruct the Executive Director of the Human Relations Commission, in\ncollaboration with relevant County Department Heads, County employee\nassociations, and community-based organizations, to report back to the\nBoard in writing within 30 days on the feasibility of implementing an\nanti-Black hate campaign to combat the anti-Black hate in the County;\nand\nInstruct the Executive Director of Racial Equity, and the Director of\nPersonnel, in collaboration with the Chief Executive Officer, the Sheriff,\nthe Executive Director of the Human Relations Commission, and relevant\ncommunity-based organizations, to create and produce training videos\nfor County personnel and for local law enforcement agencies to educate\nand promote culturally sensitive anti-Black hate prevention methods and\nresponses, including resources and tactics for increased safety for\nvictims and bystanders.
