52. Matthew Shepard and James Byrd, Jr. Hate Crimes Program Grant Award\nRecommendation: Authorize the Sheriff, as an agent for the County, to accept\nand execute a grant award from the United States Department of Justice,\nBureau of Justice Assistance (BJA) for the Matthew Shepard and James Byrd,\nJr. Hate Crimes Program (Grant), in the amount of $1,600,000, with no match\nrequirement, to support the Sheriff's Department's investigators and crime\nlaboratory staff, for the grant period of October 1, 2023 through September 30,\n2027; approve an appropriation adjustment to increase the Department’s\nappropriation by $400,000, $350,000 for Salaries and Employee Benefits, and\n$50,000 for Services and Supplies, for Fiscal Year 2023-24 to be fully offset by\nrevenue from United States Department of Justice, Office of Justice Programs\nBJA; and authorize the Sheriff to take the following actions: (Sheriff’s\nDepartment) APPROVE 4-VOTES\nExecute and submit all required grant documents including, but not\nlimited to, applications, agreements, modifications, extensions, annual\nexpenditure reports, final reports, and payment requests, which may be\nnecessary for the completion of the Grant;\nApply for and submit a grant application to the BJA for the Grant in future\nfiscal years, and execute all required grant application documents; and\nAccept all grant awards for the Grant in future fiscal years, if awarded by\nthe BJA, and execute all required grant award documents including, but\nnot limited to, agreements, modifications, extensions, annual expenditure\nreports, final reports, and payment requests, which may be necessary\nfor the completion of the Grant.
