19. Creation of a Compact Mobile Food Operation Fee Waiver/Subsidy\nProgram\nRecommendation as submitted by Supervisors Solis and Mitchell: Adopt the\nOption 1B Subsidy Program (Program) for the Department of Public Health’s\n(DPH) Compact Mobile Food Ordinance Fees as described in the Chief\nExecutive Officer’s January 19, 2024 report entitled, “Report Back on Funding\nto Address the Department of Public Health’s Permit Fees,” with the following\nparameters:\nEligible vendors will receive a subsidy of 75% toward their Compact\nMobile Food Ordinance Fees through June 30, 2025, up to $500,000 in\ntotal subsidies;\nEligibility will be limited to vendors with annual net revenues of less than\n$50,000 who have never held a permit with DPH to vend food (i.e.,\nvendors who are new to the regulated marketplace), and who are\napplying for a new food vending permit;\nVendors must be a resident of an unincorporated County area or\ncompact mobile food vendor in the unincorporated County area; and\nVendors must complete an educational workshop offered by the\nDepartment of Economic Opportunity (DEO) to qualify for the subsidy;\nInstruct the Directors of Economic Opportunity and Public Health to collaborate\non the design of the Program with the primary purpose of incentivizing vendors\nto join the regulated marketplace, where the Program must take into account the\nmany barriers vendors face when interacting with government and be\nlinguistically and culturally competent;\nDirect the Chief Executive Officer to amend the Board-approved American\nRescue Plan (ARP) Coronavirus Local Fiscal Recovery Funds (CLFRF)\nSpending Plan to include $300,000 in funding for the Program, which will be\nfunded via ARP CLFRF’s revenue loss provisions, with this increase to\ncorrespond with a $300,000 reduction of funding for the DPH-administered\nCommunity Testing program in the Board approved ARP CLFRF Spending\nPlan, this $300,000 is in addition to $200,000 in ARP Local Assistance and\nTribal Consistency Fund appropriation already in DEO’s budget for the\nProgram, for total funding of $500,000; and\nInstruct the Director of Economic Opportunity, in collaboration with the Director\nof Public Health, to report back to the Board in writing within 45 days, and\nquarterly thereafter, until the full amount of the funding subsidy is expended or\nuntil the Program ends on June 30, 2025.
