D Consideration and possible action to waive further reading and adopt\nOrdinance No. 1423 – An Ordinance approving a Zone Change (ZC 22-02)\nfrom R-1 (Low Density Residential Zone) to R-1 PD (Low Density Residential\nPlanned Development Overlay District) on property located at\n10343-10351 Mapledale Street and amending the zoning map.\nCEQA: The actions in adopting the Ordinance are exempt from environmental\nreview under the California Environmental Quality Act (California Public Resources\nCode §§ 21000, et seq., “CEQA”) and CEQA Guidelines (14California Code of\nRegulations §§ 15000, et seq.) pursuant to CEQA Guidelines § 15532, Class 32\n(In-Fill Development Projects). The proposed Project consists of an in-fill\ndevelopment that is consistent with the applicable general plan designation,\ngeneral plan policies as well as with the applicable zoning designation and\nregulations. The Project Site is less than five acres, surrounded by urban uses and\nhas no value as habitat for endangered, rare, or threatened species. The Project\nwould not result in significant effects related to traffic, noise, air quality, or water\nquality and it can be adequately served by all required utilities and public services.\nFurthermore, it can be seen with certainty that no special circumstances exist that\nwould create a reasonable possibility that the proposed Project will have a\nsignificant adverse effect on the environment.\nRecommendation to City Council: 1) Waive further reading and adopt\nOrdinance No. 1423; or 2) Alternatively, discuss and take other action related to\nthis item.\n14 CONSENT CALENDAR – Continued
