Adoption of Ordinance No. 1940, Pertaining to Amend the 21-2796\nWest End Specific Plan to add “Escape Rooms” (Second\nReading)\nSecond Reading / Adoption of Ordinance No. 1940, approving Master Case No.\n23-094 and Specific Plan Amendment (SPA) No. 23-003 to amend the West\nEnd Specific Plan to add “Escape Room” as a permitted use within the Light\nIndustrial District (BP2) District in the West End Specific Plan; and that the\nreading of the title constitutes the first reading thereof.
