b) REPORT CONSIDERATION OF PLACING A LOCAL CONTROL CITY\n24-0064 SERVICES MEASURE ON THE NOVEMBER 5, 2024 GENERAL\nMUNICIPAL ELECTION BALLOT ASKING THE VOTERS TO\nAPPROVE A GENERAL TRANSACTIONS AND USE TAX (SALES\nTAX or TUT) AT THE RATE OF THREE-QUARTER CENT (3/4¢)\n(Continued from January 23, 2024)\n(City Manager Suja Lowenthal)\nRecommendation: Staff recommends City Council:\n1. Consider adding a measure to approve a general Transactions and Use Tax (Sales Tax\nor TUT) at the rate of three-quarter cent (3/4�) to the November 5, 2024 General\nMunicipal Election ballot and select one or more argument writer(s) in favor of this\nmeasure should a determination be made to submit this measure to the voters;\n2. Adopt Resolution for the placement of a locally controlled general tax measure on the\nballot for the November 5, 2024 General Municipal Election for the submission to the\nqualified voters of an ordinance to enact a General Transactions and Use Tax (Sales Tax\nor TUT) at the rate of three quarter cent (3/4�) (Attachment 1);\n3. Adopt Resolution requesting the Board of Supervisors render the election consolidation\nservices for this measure (Attachment 2); and\n4. Adopt Resolution setting priorities for filing a written Argument and Rebuttal Argument\nregarding an ordinance to enact a general Transactions and Use Tax (Sales Tax or TUT)\nat the rate of three-quarter cent (3/4�) to be submitted to voters at the General Municipal\nElection to be held on Tuesday, November 5, 2024, and directing the City Attorney to\nprepare the impartial analysis (Attachment 3).\nThe Resolution to place the general Transactions and Use Tax (Sales Tax or TUT)\nmeasure on the ballot must be approved by a two-thirds (2/3) vote of the membership of\nthe City Council (4 affirmative votes) to pass.
