(4)\nBPW20240081\nCD 10\nSTREET CLOSURE – WILSHIRE BOULEVARD, BETWEEN WESTERN AVENUE AND\nST. ANDREWS PLACE – METRO WESTSIDE PURPLE LINE EXTENSION PROJECT,\nSECTION 1\nRecommending the Board:\n1. FIND that the Board has reviewed and considered the information in the Los\nAngeles County Metropolitan Transportation Authority (Metro) Westside\nPurple Line Extension Project Section 1 Draft Environmental Impact\nStatement/Environmental Impact Report (EIS/EIR) (Transmittal No. 1) and the\nProject Final EIS/EIR (Transmittal No. 2);\n2. FIND under the California Public Resources Code, Section 21166, and the\nCalifornia Environmental Quality Act (CEQA) Guidelines, Section 15162, on\nthe basis of substantial evidence contained in the whole record, that since\ncertification of the EIS/EIR, there have been no changes with respect to the\ncircumstances under which the temporary street closure being undertaken\nwould require a subsequent EIR or supplemental EIR;\n3. A D O P T t h e M a r c h 2 0 1 2 M i t i g a t i o n M o n i t o r i n g a n d R e p o r t i n g\nProgram (Appendix I of the Final EIS/EIR) prepared by the Metro, as it\npertains to construction impacts;\n4. FIND under CEQA Guidelines, Section 15091, that changes have been\nincorporated into the project which substantially lessen the significant\nenvironmental effects, as identified in the EIS/EIR. Further, find that there is\nno feasible alternative or additional feasible mitigation measures within the\nBoard’s powers that would substantially lessen any significant effect the\nproject would have on the environment;\n5. ADOPT the attached CEQA Findings of Fact and Statement of Overriding\nConsiderations (Transmittal No. 3), as it pertains to the temporary street\nclosure, and find that the economic, social, technological, and other benefits\n4. FIND under CEQA Guidelines, Section 15091, that changes have been\nincorporated into the project which substantially lessen the significant\nenvironmental effects, as identified in the EIS/EIR. Further, find that there is\nno feasible alternative or additional feasible mitigation measures within the\nBoard’s powers that would substantially lessen any significant effect the\nproject would have on the environment;\n5. ADOPT the attached CEQA Findings of Fact and Statement of Overriding\nConsiderations (Transmittal No. 3), as it pertains to the temporary street\nclosure, and find that the economic, social, technological, and other benefits\nof the project outweigh its significant and unavoidable impacts;\n6. ADOPT the Westside Purple Line Extension, Section 1 Decking Removal\nand Street Restoration Utilizing Weekend Closures of Wilshire Boulevard,\nbeginning March 1, 2024, at 9:00 PM and ending March 25, 2024, at 6:00\nAM (Transmittal No. 4);\n7. SPECIFY that the Metro Transit Division of the Bureau of Engineering,\nlocated at 1149 South Broadway, the Board, located at 200 North Spring\nStreet, and other relevant City of Los Angeles departments are custodians of\nthe documents or other material which constitute the record of the\nproceedings upon which the Board’s decision is based; and\n8. APPROVE temporary closure of Wilshire Boulevard between Western\nAvenue and St. Andrews Place for four consecutive weekends, beginning\nMarch 1, 2024 and ending March 25, 2024 (Transmittal No. 5), subject to the\nconditions identified within this report.\nWeekend 1: March 1 March 4\nWeekend 2: March 8 March 11\nWeekend 3 (contingency): March 15 March 18\nWeekend 4 (contingency): March 22 March 25\n(W.O.
