13. RECORD A DEED RESTRICTION ON CITY PARK PROPERTY AT ALHAMBRA PARK\nIN ORDER TO COMPLY WITH MEASURE A GRANT REQUIREMENTS – F2M21-18,\nF2M22-66, F2M22-37, M2M24-30\nThe City is eligible for Measure A grant funds which can be used for development projects\nthat include construction, enhancement, or refurbishment of park or open space elements.\nThese grants are administered by the Los Angeles County Regional Park and Open Space\nDistrict (RPOSD) through various funding opportunities for which staff routinely apply for\npark improvement projects. At Alhambra Park, since 2022, staff executed two grants\nfunded under Measure A: (1) Alhambra Park Restroom Renovations Project; and (2)\nAlhambra Park Pool Improvements. As a condition of the grants and in order to receive\ngrant payments, the City must record a deed restriction on the properties where the grant-\nfunded projects will be implemented. A deed restriction is required by the RPOSD to\nensure that the properties are used for a purpose consistent with the grant scope and will\nremain as a public resource, per Measure A.\nRecommended Action: City Council authorize recording a deed restriction on City\npark property at Alhambra Park in order to comply with the requirements under the Safe,\nClean Neighborhood Parks, Open Space Beaches, Rivers Protection, and Water\nConservation Measure (Measure A) grant program administered by the Los Angeles\nCounty Regional Park and Open Space District (RPOSD); and, direct staff to undertake\nthe steps necessary to finalize Council’s action.
