10. AWARD CONTRACT: ALMANSOR GYMNASIUM WINDOW REPLACEMENT\nPROJECT – F2M23-77, N2M23-147, C2M24-11, M2M24-29\nOn December 11, 2023, the City Council approved the distribution of Notice Inviting Bids\nfor the Almansor Gymnasium Window Replacement Project. On January 25, 2024, the\nCity Clerk received and opened five bids for the Project. The bids ranged from $115,000\n(Dynasty Builders) to $755,760 (1st California Construction). Dynasty Builders Inc.\nsubmitted the lowest bid. However, during the bid evaluation process it was discovered\nthat Dynasty Builders Inc. did not include Prevailing Wage, as required per the Notice\nInviting Bids. Therefore, the bid from Dynasty Builders Inc. was deemed non-responsive.\nThe second lower bidder First Trade LLC (dba YMC) was deemed the lowest responsive\nbidder. Staff reviewed the bid submitted by First Trade LLC (dba YMC) and found it to be\nin full compliance and conformance with the project specifications.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nFirst Trade LLC (dba YMC) for the Almansor Gymnasium Window Replacement Project\nin an amount not to exceed $249,500.00; find the Project categorically exempt from\nCalifornia Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section\n15301; and, direct staff to undertake the steps necessary to finalize Council’s action.\n(M2M24-29)
