15. APPROVAL TO AMEND CONTRACT K2M23-381 WITH SAGECREST PLANNING\nAND ENVIRONMENTAL FOR TEMPORARY PLANNING STAFFING SERVICES –\nF2M24-16, K2M23-381, M2M24-32\nA promotion and resignation of two full-time Planners last year resulted in the Community\nDevelopment Department needing to secure temporary contract Planners to maintain\nlevels of service for the community and carry out the day-to-day functions of the Division.\nAs a result, on December 5, 2023, the City entered into a contract with Sagecrest Planning\nand Environmental to provide temporary staffing services. The terms of contract K2M23-\n381 are such that services may not exceed $50,000. The original contract was envisioned\nto provide short-term staff support but the recruitment process has been longer than\nanticipated. To date, the contract has reached its $50,000 limit and an additional $60,000\nis necessary to allow contract Planners to wind down their projects and assist in the\ntransition from temporary to permanent staffing.\nRecommended Action: City Council approve a contract amendment, subject to final\nlanguage approval by the City Manager and City Attorney, by and between the City of\nAlhambra and Sagecrest Planning and Environmental, for temporary planning staffing\nservices for an amount not to exceed $110,000; authorize the transfer of appropriations\nfrom salaries to contract services to cover the excess costs; and, direct staff to undertake\nthe steps necessary to finalize the Council’s action.
