13. Award the contract to the lowest responsible bidder, R.J. Noble, in the amount of $1,384,243.82,\nfor the East Street Rehabilitation from Cypress Street to La Palma Avenue Project; authorize the\nDirector of Public Works to execute the contract and any other related documents, and take the\nnecessary actions to implement and administer the contract; authorize the Finance Director to\nexecute the Escrow Agreement pertaining to contract retentions; and determine that the project is\ncategorically exempt under the California Environmental Quality Act pursuant to Class 1, Section\n15301 (Existing Facilities) of Title 14 of the California Code of Regulations.
