D. AFFIRMATION OF CITY COUNCIL REORGANIZATION DATE The City Council is requested to affirm Council reorganization on March 7, 2023. Recommendation: 1. Affirm Council reorganization on March 7, 2023; and 2. Find that affirming Council reorganization date is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
