B. ESTABLISHMENT OF AN EXPEDITED, NON-DISCRETIONARY MULTI-FAMILY REVIEW PROCESS AND A LIBRARY OF PROTOTYPE ARCHITECTURAL DESIGNS FOR MULTI-FAMILY PROJECTS The City Council is requested to continue the public hearing regarding expedited, non-discretionary multi-family review process and a library of prototype architectural designs for multi-family projects. Presenter: Community Development Director Recommendation: 1. Open the public hearing to receive public comments for the introduction of Ordinance No. Ordinance No. 22-1068 and Resolution 22-5639; and 2. Continue the public hearing to another City Council meeting uncertain; and 3. Find that this project is exempt from environmental review under the California Environmental Quality Act (CEQA) pursuant to Section 15305 of the CEQA Guidelines pertaining to minor alterations to land use limitations and Section 15061(b)(3) of the CEQA Guidelines because the project is not a project as defined in Section 15378 and it can be seen with certainty to have no possibility of a significant effect on the environment.
