Public Works - Adopt Categorical Exemption Under California Environmental\nQuality Act (CEQA) Section 15301(c) - Existing Facilities (Class 1), Approve\nPlans and Specifications, Appropriate Funds, and Award Public Works\nAgreement for the Residential and Arterial Pavement Improvement Program,\n1-159/1-139. Expenditure: $21,252,4S0 (General Fund and Non-General Funds).\nRecommendation of the Public Works Director that City Council:\n1) Adopt a categorical exemption, pursuant to Section 15301 (c) of the guidelines\nimplementing CEQA for the Residential and Arterial Pavement Improvement Program,\n1-159/1-139 (B2023-42); and\n2) Approve the plans and specifications for the Residential and Arterial Pavement\nImprovement Program, 1-159/1-139 (B2023-42); and\n3) Appropriate $46,000 from the Airport Fund's fund balance to the Arterial Pavement\nImprovement Program, 1-139; and\n4) Award a public works agreement to All American Asphalt of Corona, CA (B2023-42) in\nthe amount of $18,480,420 and authorize a 15% contingency in the amount of\n$2,772,060 for construction of the Residential and Arterial Pavement Improvement\nProgram, 1-159/1-139 for a two-year period beginning February 27, 2024, and ending\nFebruary 26, 2026.
