b. HILLBROOK PARK IMPROVEMENT PROJECT (PROJECT NO. 80.23007)\nSummary:\nIn February 2021, the City Council approved the 2021 Parks and Recreation\nMaster Plan and authorized staff to create a Prioritization and Implementation\nPlan (PIP), which included the renovation and redesign of Hillbrook Park. On\nJanuary 25, 2024, the City issued a Notice Inviting Bids for the Hillbrook Park\nImprovements Project. The Hillbrook Park Project has an adopted Budget of\n$1,520,000, including design costs. Community feedback suggested adding an\nenhanced playground structure and shade structures. Staff also successfully\nreceived funding to add water conservation and sustainability elements which\nare eligible for funding through the Metropolitan Water District. While the\nadditional improvements increase the overall project budget, staff believes the\nupdated project elements would enhance the overall user experience at the\npark. Staff is requesting the City Council award a Public Works Contract to\nGreen Giant Landscaping Incorporated, the lowest responsible bidder, for a total\nnot-to-exceed amount of $1,859,000 and adopt a budget resolution increasing\nthe budget for the Hillbrook Park Improvements.\nStrategic Plan Goal(s):\nGoal No. 4 Infrastructure: Maintain and improve the public infrastructure.\nGoal No. 5 High-Functioning Government: Ensure an enhanced quality of life\nfor the residents.\nRecommendations:\n1. Authorize the City Manager to enter into a Public Works Contract with Green\nGiant Landscaping, Incorporated, for the construction of the Hillbrook Park\nImprovement Project (Project No. 80.23007), for a term of 120 working days\nand a not-to-exceed contract amount of $1,799,000 in a form approved by\nthe City Attorney.\n2. Authorize a contingency of $60,000 to accommodate additional scope of\nwork, changes, or any unforeseen conditions, to be utilized if approved by\nthe Public Works Director, for a total construction budget of $1,859,000.\n3. Authorize the City Manager to execute the Member Agency Administered\nProgram Reimbursement Agreement in a form approved by the City\nAttorney.\n4. Adopt a resolution, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF SIGNAL HILL, CALIFORNIA\nAMENDING THE ADOPTED BUDGET AND AUTHORIZING BUDGET\nAPPROPRIATIONS FOR FISCAL YEAR 2023-24 TO INCREASE THE\nCAPITAL IMPROVEMENT PROJECT AND RECORD NEW FUNDING\nSOURCES.
