9J. AMENDMENT NO. 1 FOR THE MAGNOLIA STREET REGIONAL TRAFFIC SIGNAL\nSYNCHRONIZATION PROJECT COOPERATIVE SERVICE AGREEMENT WITH\nORANGE COUNTY TRANSPORTATION AUTHORITY\nThe City Council will consider a first amendment to the Cooperative Agreement\nbetween the City of Stanton and the Orange County Transportation Authority (OCTA)\nfor the Magnolia Street Regional Traffic Signal Synchronization Project, currently set to\nexpire on June 30, 2023. OCTA provided an Amendment to the existing Cooperative\nAgreement to extend the term for an additional 24 months from June 30, 2023 to June\n30, 2025 as well as update the City’s contact information. OCTA is requesting the term\nextension to allow sufficient time to complete the Operations & Maintenance (O&M)\ntasks along with necessary project closeout tasks. In addition, staff is requesting City\nCouncil approval for an appropriation of $50,000 to encumber the City’s matching\ncontribution as part of the Cooperative Agreement.\nRECOMMENDED ACTION:\n1. City Council declare that the project is exempt from the California Environmental\nQuality Act (“CEQA”) under Section 15378(b)(5) – Organizational or administrative\nactivities of governments that will not result in direct or indirect physical change in\nthe environment; and\n2. Approve Amendment No. 1 to the existing Cooperative Agreement No. C-7-1828\nwith OCTA; and\n3. Authorize the City Manager to execute Amendment No. 1 to the existing Agreement\nwith OCTA; and\n4. Appropriate $50,000 from the Gas Tax Fund (#211) to encumber the City’s matching\ncontribution.\nEND OF CONSENT CALENDAR\nFebruary 14, 2023
