32. Probation Department Lease Agreement\nRecommendation: Authorize the Chief Executive Officer to execute a proposed\nnine-year lease with NINOS I L.P., (Landlord), for the Probations Departments\nuse of approximately 20,116 sq ft of warehouse space, including an office\ncomponent and 43 on-site parking spaces located at 4710 South Eastern\nAvenue in Bell (4) to be occupied by the Probation Department, with an\nestimated maximum first-year base rental amount of $459,000, and an\nestimated total lease amount of $5,192,000 over the nine-year term and does\nnot include the costs for utilities and janitorial for which the Probation will be\nresponsible. The rental costs will be funded 100% by Net County Cost (NCC)\nthat is already included in Probation’s existing budget, and Probation will not be\nrequesting additional NCC; find that the proposed lease is exempt from the\nCalifornia Environmental Quality Act; and take the following actions:\nAuthorize the Probation Officer to contract with and instruct the Director\nof Internal Services, in coordination with the Chief Executive Officer, for\nthe acquisition and installation of telephone, data, and low-voltage\nsystems and vendor installation (Low-Voltage Items) at a total amount not\nto exceed $284,000 paid in a lump sum, the cost for the Low-Voltage\nItems is in addition to the rental costs and County’s Tenant Improvement\n(TI) contribution payable to a County-approved third-party vendor;\nAuthorize the Probation Officer, to contract with a County-approved\nregistered third-party vendor, in coordination with the Chief Executive\nOfficer, for the County’s TI work for electrical work and installation of a\nMaster Control Room, which is required for the Low-Voltage Items to be\nimplemented by ISD, with the total amount not to exceed $54,000 paid in\na lump sum; and\nAuthorize the Chief Executive Officer to execute any other ancillary\ndocumentation necessary to effectuate the terms of the proposed lease,\nand to take actions necessary and appropriate to implement the\nproposed lease, including, without limitation, exercising early termination\nrights.
