9I. AWARD OF CONSTRUCTION CONTRACT FOR THE FAMILY RESOURCE CENTER\n(FRC) RENOVATION COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)\nPROJECT (PHASE I) AND APPROPRIATION OF FUNDS\nFour bids for the Family Resource Center (FRC) Renovation Community Development\nBlock Grant (CDBG) Project (Phase I) were opened on January 24, 2023. Based on the\npost-bid analysis of the bids received, staff has determined the bid submitted by A2Z\nConstruct, Inc. (A2Z) to be the lowest responsible and responsive bid at $684,400.\nIncluding construction costs, a 10% contingency, and inspection costs, the total Phase I\nproject is estimated at $767,840. The current Phase I project budget is $544,259. Staff\nis requesting an appropriation of $223,581 from the City’s Other Grants Fund (Fund\n227) to fund the remainder of the project costs. These funds represent America Rescue\nPlan Act (ARPA) Funds that are being passed through from the County of Orange.\nRECOMMENDED ACTION:\n1. City Council declare that this project is categorically exempt under the California\nEnvironmental Quality Act, Class 1, and Section 15301(a) as repair, maintenance,\nand minor alteration of an existing public facility; and\n2. Award a construction contract for the Family Resource Center Improvements Project\n(Phase 1) to A2Z Construct Inc. for the bid amount of $684,400 and reject all other\nbids; and\nFebruary 14, 2023\n3. Authorize the City Manager to bind the City of Stanton and A2Z Construct Inc. in a\ncontract for the construction; and\n4. Authorize the City Manager to approve contract changes, not to exceed 10 percent\nof the bid amount ($68,440); and\n5. Appropriate $223,581 from the Other Grants Fund (Fund 227) to increase the total\nFiscal Year 2022-23 budget for the Family Resource Center Improvements Project\n(Phase 1) (Task Code No. 2022-201) to $767,840.
