52. Century Restorative Care Village Project Multifamily Housing\nDevelopment Option to Lease Agreement\nRecommendation: Find that the property located at 1321 North Mission Road in\nLos Angeles (1) (Property) is exempt surplus land not needed for County use\nduring the proposed lease term, and that the proposed use of the Property for\naffordable housing will serve public purposes and be in the County's best\ninterest; approve the development of the Century Restorative Care Village, a\ntwo-phase affordable and supportive housing project consisting of\napproximately 294 units for low-income seniors and people experiencing\nhomelessness and two manager’s units (Project), and authorize the Executive\nDirector of the Los Angeles County Development Authority to serve as the agent\nof the County in the execution of the Option to Lease Agreement (Agreement),\nbetween the County and Century Affordable Development, Inc., a California\nnonprofit public benefit corporation, in the form of the Ground Leases, upon\nsatisfaction of the conditions set forth in the Agreement, and any other\ntransaction documents consistent with, and/or necessary for, the\nimplementation of the foregoing approvals, including execution of any\namendments to the foregoing documents for the development of the Project;\napprove a Community Benefits Agreement for the Project; and find that the\nproposed Project is exempt from the California Environmental Quality Act.
