57. Lynwood Library Refurbishment Project Construction Contract\nRecommendation: Approve the proposed Lynwood Library Refurbishment\nProject, Capital Project No. 8A030, (Project) located at 11320 Bullis Road in\nLynwood (4), with a total project budget of $8,000,000; approve an\nappropriation adjustment to transfer $331,000 in residual design funds from the\nProject and Facility Development budget, and an increase of $4,200,000 in\nappropriation, offset by a corresponding increase in American Rescue Plan Act\nCoronavirus Local Fiscal Recovery Funds, via American Rescue Plan’s\nrevenue loss provisions, to the proposed Project, and $3,300,000 from the\nFourth Supervisorial District Community Programs budget as follows:\n$2,900,000 to the proposed Project, and $400,000 to the LA County Library\noperating budget for procurement of furniture, fixtures, and equipment to fully\nfund the proposed Project; authorize the Director of Public Works to deliver the\nproposed Project using a Board-approved Job Order Contract; and find the\nproposed Project is exempt from the California Environmental Quality Act.\n(Department of Public Works) APPROVE 4-VOTES (24-0668)
