64. Devil's Gate Reservoir Annual Cleanout '24 and '25 Project Construction\nContract\nRecommendation: Acting as the Governing Body of the Los Angeles County\nFlood Control District, find that the proposed Devil’s Gate Reservoir Annual\nCleanout ’24 and ’24 Project (Project), and related actions are within the scope\nof the Final Environmental Impact Report (FEIR), together with the recirculated\nportions of the FEIR previously certified by the Board for the Devil’s Gate\nReservoir Sediment Removal and Management Project; find that the impacts of\nthe Project previously analyzed in the FEIR comply with the California\nEnvironmantal Quality Act and the previously adopted Mitigation Monitoring and\nReporting Program, Findings of Fact Statement of Overriding Considerations\ncontinue to be applicable; find on the basis of the whole record before the\nBoard that no changes are proposed or substantial changes have occurred;\nauthorize the Chief Engineer of the County Flood Control District to adopt the\nplans and specifications for the Devil's Gate Reservoir Annual Cleanout '24 and\n'25 Project in the City of Pasadena (5), at an estimated construction contract\ncost between $8,000,000 and $12,250,000; advertise for bids when ready to\nadvertise the project; and authorize the Chief Engineer of the County Flood\nControl District to take the following actions: (Department of Public Works)\nADOPT\nDetermine whether the bid of the apparent responsible contractor with\nthe lowest apparent responsive bid is, in fact, responsive and, if not\nresponsive, determine which apparent responsible contractor submitted\nthe lowest responsive bid;\nAward and execute a construction contract for the Project with the\nresponsible contractor with the lowest responsive bid within or less than\nthe estimated cost range or that exceeds the estimated cost range by no\nmore than 15%, if additional funds have been identified; and\nExtend the date and time for the receipt of bids, allow substitution of\nsubcontractors and relief of bidders, approve and execute change orders\nwithin the same monetary limits delegated to the Director of Public\nWorks, accept the Project upon its final completion, and release\nretention money withheld.
