59. Annual and On-Call Soft-Bottom Channel Facility Clearing Services\nContract\nRecommendation: Award a contract to Oakridge Landscape, Inc., for annual\nand on-call soft-bottom channel facility clearing services within the southern\nportions of the San Gabriel River, Wilmington Drain Channel, and Ballona\nCreek in the south area of the County and other facilities and locations within\nthe Los Angeles County Flood Control District (2 and 4) for a one-year term,\nwith three one-year and up to six month-to-month extension options, for a\nmaximum potential contract term of 54 months, and a maximum potential\ncontract amount of $3,592,535.51, with funding for the first year of these\nservices will be included in the Internal Service Fund (B04 - Services and\nSupplies) Fiscal Year 2024-25 Budget, which will be reimbursed by the Flood\nControl District Fund (B07 - Services and Supplies), and with funds to finance\nthe contract's optional years, and optional years and 10% additional funding for\ncontingencies to be requested through the annual budget process; find that the\ncontract work is exempt from the California Environmental Quality Act; and\nauthorize the Director of Public Works to take the following actions:\n(Department of Public Works) APPROVE\nExecute the contract, or renew the contract for each additional renewal\noption and extension period if, in the opinion of the Director, Oakridge\nLandscape, Inc. has successfully performed during the previous contract\nperiod, and services are still required;\nApprove and execute amendments to incorporate necessary changes\nwithin the scope of work, and suspend work, if it is in the best interest of\nthe County to do so; and\nAnnually increase the contract amount up to an additional 10% of the\nannual contract amount, which is included in the maximum potential\ncontract amount for unforeseen additional work within the scope of the\ncontract if required, and adjust the annual contract amount for each\nextension option year over the term of the contract to allow for an annual\nCost of Living Adjustment, in accordance with County policy and the\nterms of the contract.
