13.a PUBLIC HEARING AND INTRO OF ORDINANCE NO. 2023-1224 AMENDING TITLE 19 (ZONING) TO UPDATE THE CITY’S DENSITY BONUS ORDINANCE TO MEET STATE LAW; LOCAL COASTAL PROGRAM AMENDMENT (LCPA-23-0001); & EXEMPTION PER CEQA GUIDELINES SECTION 15061(b)(3). (0620-95) Recommendation: That the City Council hold the public hearing to consider the public input on the item and: 1. If desired, proceed with the introduction of Ordinance No. 2023-1224 by title only and waive further reading of the ordinance and set the matter for its second reading and adoption at the next regularly scheduled City Council meeting; and 2. Adopt Resolution No. 2023-26 approving the proposed Local Coastal Program Amendment (LCPA-23-0001), finding and certifying that the proposed zoning amendment (Ordinance 2023-1224) is consistent with the Coastal Act and finding an exemption pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15061(b)(3) (the common sense exemption).
