14. FOURTH AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT WITH MICHAEL BAKER INTERNATIONAL FOR PREPARATION OF THE VICTORIA BOULEVARD SPECIFIC PLAN ENVIRONMENTAL IMPACT REPORT RECOMMENDED ACTION: That the Council authorize the City Manager to execute the contract amendment with Michael Baker International – Fourth Amendment to Agreement for additional funding, with a revised contract amount.
