10. AWARD OF CONTRACT FOR STORM WATER BEST MANAGEMENT PRACTICE (BMP) MAINTENTANCE SERVICES AND AS-NEEDED SPILL RESPONSE RECOMMENDED ACTION: That the Council: 1) That the City Council approve a Contract Agreement with Ocean Blue Environmental Services, Inc. for Storm Water Best Management Practice (BMP) Maintenance Services and As-Needed Spill Response; and 2) Authorize the City Manager to execute the Agreement.
