10. 23-455 Accept the lowest responsive and responsible bid, approve appropriations, and authorize execution of a construction contract with All American Asphalt in the amount of $1,559,316 for the Saybrook Lane Rehabilitation Project, CC-1690. Recommended Action: A) Accept the lowest responsive and responsible bid submitted by All American Asphalt in the amount of $1,559,316.00 , and; B) Authorize the Mayor and City Clerk to execute a construction contract in a form approved by the City Attorney.
