23. 23-687 Accept the lowest responsive and responsible bid, and authorize execution of a construction contract with Elegant Construction Inc. in the amount of $1,680,000.00 for the Police Department Communications Center Renovation Project, CC-1677 Recommended Action: A) Accept the lowest responsive and responsible bid submitted by Elegant Construction Inc. in the amount of $1,680,000; and B) Authorize the Director of Public Works to execute change orders not to exceed 20% of the contract costs, or $336,000.
