A. ESTABLISHMENT OF AN EXPEDITED, NON-DISCRETIONARY MULTI-FAMILY REVIEW PROCESS AND A LIBRARY OF PROTOYPE ARCHITECTURAL DESIGNS FOR MULTI-FAMILY PROJECTS IN THE R-2 ZONE The City Council is requested to approve the proposed ordinance and resolution to achieve its state-mandated housing goals (as outlined in the City’s Housing Element), while ensuring that future multi-family development is compatible with the City’s existing built environment. Presenter: Management Analyst Coyne Recommendation: 1. Find Ordinance No. 22-1068 exempt from CEQA per Sections 15305 and 15061(b)(3) of the CEQA Guidelines; 2. Introduce for first reading by title only and waive further reading of Ordinance No. 22-1068 (Attachment “A”); 3. Schedule the second reading of Ordinance No. 22-1068 for September 19, 2023; and 4. Schedule the adoption of Resolution 22-5639 (Attachment “B”) for September 19, 2023.
