a. AWARD OF CONTRACT - FIVE-YEAR STRATEGIC PLAN\nSummary:\nThe City of Signal Hill’s most recent Strategic Plan covered the years\n2015-2019. The City Council previously directed staff to issue a Request for\nProposals to select a consultant to work with elected officials and staff to\ndevelop a new strategic plan covering 2022-2027. While the selection process\noccurred last year, the contract award was delayed by six months due to the\nneed to recruit a permanent City Manager. Given this delay, the five-year\nstrategic planning period will now cover the period from 2023-2028. As part of\nthe selection process, the City received four (4) proposals and interviewed the\nthree (3) highest scoring consultants. After interviews, staff is recommending the\nselection of Moss Adams LLP to complete the project.\nRecommendation:\nAuthorize the City Manager to enter into a Professional Consultant Services\nAgreement with Moss Adams LLP for a total not-to-exceed amount of $41,800\nfor a one-year term, in a form approved by the City Attorney.
