AUTHORIZE SOLICITATION OF A REQUEST FOR PROPOSALS FOR\nPROFESSIONAL CONSULTING SERVICES TO CONDUCT A\nCOMPREHENSIVE FEE STUDY, DEVELOPMENT IMPACT FEE STUDY, AND\nA COST ALLOCATION PLAN STUDY\nSummary:\nThe City Council will consider authorizing staff to issue a Request for Proposals\n(RFP) for professional consulting services for a comprehensive fee study (also\nreferred to as User Fee Study), comprehensive development impact fee study to\nsupport a citywide impact fee program that meets the requirements of the\nMitigation Fee Act (California Government Code Section 66000 et seq., also\nknown as “AB 1600”), and a Cost Allocation Plan (CAP) Study.\nRecommendation:\nAuthorize the Finance Director to issue the RFP for professional consulting\nservices for a comprehensive fee study, comprehensive development impact fee\nstudy to support a citywide impact fee program that meets the requirements of\nthe Mitigation Fee Act (California Government Code Section 66000 et seq., also\nknown as “AB 1600”), and a CAP Study.
