8.d ADOPTION OF RESOLUTION 2023-87 TO ADOPT ADMINISTRATIVE ENCROACHMENT AND EXCAVATION RULES AND REGULATIONS FOR WIRELINE COMMUNICATION FACILITIES FOR PACIFIC WYYERD, LLC. (0710-55) Recommendation: That the City Council adopts the Administrative Encroachment and Excavation Rules and Regulations for Wireline Communication Facilities (“Exhibit A” to resolution) and allow new fiber optic lines to be installed in the City's right-of-way subject to the issuance of an Encroachment Permit.
