3) REORGANIZATION OF MAYOR AND MAYOR PRO TEM It is recommended that the City Council reorganize in accordance with the order of mayoral succession mandated by Section 2-21 of the West Covina Municipal Code, or modify the order of mayoral succession as permitted by Section 2-21 of the West Covina Municipal Code.
