15. Emergency Shelter Care Services Contracts\nRecommendation: Authorize the Director of Children and Family Services to\nexecute 14 contracts for the provision of Emergency Shelter Care Services\n(ESC), effective April 1, 2024 through March 31, 2025, with four one-year\nextension options, with a maximum annual contract amount for the ESC\nprogram $400,000, with an aggregate five-year funding amount of $2,000,000,\nfinanced by 85% Federal funds and 15% Net County Cost, with funding\nincluded in the Department’s Fiscal Year 2023-24 Adopted Budget, and will be\nincluded for subsequent fiscal years in the Department’s future budget\nrequests; and authorize the Director to take the following actions: (Department\nof Children and Family Services) APPROVE\nExecute additional contracts resulting from subsequent Statements of\nQualifications submissions that are found to be responsive and responsible\nthrough the closing of the Request for Statements of Qualifications, which\nis on September 30, 2028, these contracts will be executed with a\nsix-month contract term with an anticipated sunset date of March 31, 2029,\nprovided that sufficient funding is available;\nExercise the extension options, which includes a six-month extension\nbeyond March 31, 2029, and execute amendments to the current\ncontracts to increase or decrease bed capacity as necessary, or for any\nchanges to the terms and conditions to meet program needs, provided that\nsufficient funding is available; and\nTerminate contracts for convenience, provided that the contractor requests\ntermination in writing, and/or the Director finds that it is in the best interest\nof the County to terminate the contract for convenience, if necessary.\n(24-0773)\nHealth and Mental Health Services
