21. Security Services Contracts\nRecommendation: Find that security services can be more economically\nperformed by independent contractors; award and instruct the Chair to sign\ncontracts for armed and unarmed security services at various Department of\nPublic Works stormwater maintenance filed location groups throughout the\nCounty, with Absolute Security Intl Corp., a Community Business Enterprise,\nfor a period of one year with three one-year and six month-to-month extension\noptions for a maximum potential contract term of 54 months and a maximum\npotential contract amount of $2,214,238 for Group A, Northeast Region, and\nthree services contracts with Patrol Solutions, LLC, for a period of one year\nwith three one-year and six month-to-month extension options, for a maximum\npotential contract term of 54 months and maximum potential contract amounts of\n$3,721,235 for Group B, East Region, $4,212,887 for Group D, Southwest\nRegion, and $4,005,288 for Group E, Northwest Region; find that the contract\nwork is not a project under the California Environmental Quality Act; and\nauthorize the Director of Public Works to take the following actions:\n(Department of Public Works) APPROVE\nExercise the extension options if, in the opinion of the Director, the\ncontractors have successfully performed during the previous contracts'\nperiod and the services are still required, approve and execute\namendments to incorporate necessary changes within the scope of work,\nand suspend work, if it is in the best interest of the County; and\nAnnually increase the contracts' amounts up to an additional 10% of the\nannual contracts’ amounts, which are included in the maximum potential\ncontracts’ amounts for unforeseen additional work within the scope of the\ncontracts if required, and adjust the annual contract amount for each\noption year over the terms of the contracts.
