22. On-Call Mechanical and Electrical Maintenance and Inspection Services\nfor San Gabriel Dam Hydroelectric Facility Services Contract\nRecommendation: Award contracts for on-call mechanical maintenance and\ninspection services for the San Gabriel Dam hydroelectric facility in the\nAngeles National Forest in the unincorporated County area north of the City of\nAzusa (5), to EthosEnergy Field Services, LLC, for a maximum potential\ncontract amount of $1,701,731, and to VISTAM, Inc., a Local Small Business\nEnterprise and Community Business Enterprise, for a maximum potential\ncontract amount of $668,973, both for a term of one-year with three one-year\nand six month-to-month extension options, for a maximum potential contract\nterm of 54 months, with funding for the first year of services included in the\nInternal Service Fund (B04 - Services and Supplies Fiscal Year 2023-24\nBudget, which will be reimbursed by the Flood Control District Fund (B07 -\nServices and Supplies); find that the contract work is exempt from the California\nEnvironmental Quality Act; and authorize the Director of Public Works to take\nthe following actions: (Department of Public Works) APPROVE\nExecute the contracts, and exercise the extension options if, in the\nopinion of the Director, the contractors have successfully performed\nduring the previous contracts’ period, and the services are still required,\napprove and execute amendments to incorporate necessary changes\nwithin the scope of work, and suspend work if it is in the best interest of\nthe County; and\nAnnually increase the contracts’ amounts up to an additional 10% of the\nannual contracts’ amounts, which is included in the maximum potential\ncontract amount for unforeseen additional work within the scope of the\ncontract if required, and to adjust the annual contract amount for each\noption year over the term of the contract to allow for an annual Cost of\nLiving Adjustment in accordance with County policy and the terms of the\ncontract.
