18. Public Guardian’s Client and Asset Management System Sole Source\nContract\nRecommendation: Approve and authorize the Director of Mental Health to\nexecute a sole source contract with Panoramic Software, Inc. to replace the\nPublic Guardian’s Client and Asset Management System, effective for three\nyears upon execution, with two one-year extension options and a Total Contract\nAmount (TCA) of $1,458,000, with the first year of the contract funded by 2011\nRealignment - Mental Health revenue, and future years to be requested through\nthe Department’s annual budget request process; and authorize the Director to\ntake the following actions: (Department of Mental Health) APPROVE (NOTE:\nThe Acting Chief Information Officer recommends approval of this item).\nExecute future amendments to the sole source contract during the term\nof the contract, revise contract language, add, delete, modify, or replace\nthe statement of work, allow for the rollover of unspent funds between\ncategories and years, and/or reflect Federal, State, and County\nregulatory and/or policy changes, increase the TCA, provided that it\ndoes not exceed an increase of 20% from the Board-approved TCA, and\nsufficient funds are available; and\nTerminate the sole source contract in accordance with the contract’s\ntermination provisions, including termination for convenience, if\nnecessary.
