(1040-10)\nRecommendation:\nStaff recommends the City Council consider approving a special event permit requested from\nthe St. James Church event applicant to activate Pier Plaza as an event venue for their 2024\nAnnual Easter Sunrise Service on Sunday, March 31, 2024. Staff also recommends the City\nCouncil approve the fee waiver request from this local non-profit in the amount of $504.
