4.5 GENERAL PLAN ANNUAL PROGRESS REPORT FOR CALENDAR YEAR 2023 Recommended Action: 1. Find that the action is not a project as defined by the California Environmental Quality Act pursuant to State CEQA Guidelines section 15378(b)(5); 2. Receive and file the 2023 General Plan Annual Progress Report (APR); and 3. Direct staff to submit the APR to the Governor’s Office of Planning and Research (OPR) and the Department of Housing and Community Development (HCD).
