5. CONTINUING EMERGENCY REPAIR OF THE ESCONDIDO LAND OUTFALL Request the City Council approve Resolution No. 2024-57, declaring that pursuant to the terms of Section 22050 of the California Public Contract Code, the City Council finds there is a need to continue emergency repairs of the Escondido Land Outfall. The resolution, which must be passed by four-fifths vote, also declares that public interest and necessity demand the immediate expenditure to safeguard life, health, or property.
