1. Consideration and possible action to approve the recommendations for the Western Avenue Traffic Flow Improvements Project. (Casil) (30 mins) Recommendation: 1) Approve the proposed Traffic Study’s recommendations for the Western Avenue Traffic Flow Improvements Project to improve traffic flow and authorize staff to proceed to the design and construction phase; 2) Receive and file the Traffic Safety Committee’s recommendations; 3) Direct Staff to continue investigating and coordinating with California Department of Transportation (Caltrans) to determine if Flashing Yellow Arrows are justified for northbound Western Avenue at Peninsula Verde Drive and for Western Avenue at West Park Western Drive; and 4) Direct Staff to include the left turn pocket for northbound Western Avenue at The Terraces Shopping Center in the Traffic Study’s list of recommended locations for lengthening of turn pockets.
