City Council to provide policy direction for desired modifications to current outdoor dining permitting processes, specifically regarding design standards for safety and aesthetics of protective outdoor dining barriers, and consideration of a right-of-way usage fee for outdoor dining in public parking spaces. Environmental Considerations: The action before the City Council is not subject to the California Environmental Quality Act (CEQA) pursuant to Section 15060(c)(3) of the CEQA Guidelines since the action is not a "project" pursuant to Section 15378(b)(5).
