Agreement for as-needed environmental project\nmanagement services with Recon Environmental, Inc.\nEnvironmental Considerations: The action being\nconsidered by the City Council is exempt from the\nCalifornia Environmental Quality Act (CEQA) because it\nis not a "project" under Section 15378(b)(5) of CEQA\nGuidelines. The action involves an organizational or\nadministrative activity of government that will not result\nin the direct or indirect physical change in the\nenvironment. Contact Person: Park Operations\nManager Norgard\nRecommended Action: Authorize the City Manager, in\nconsultation with the City Attorney, to execute an\nagreement in substantial form with Recon\nEnvironmental, Inc., and any necessary amendments\nand time extensions.
