19. REQUEST FROM THE CENTER OF NATURAL LANDS MANAGEMENT TO WAIVE PERMIT FEES TO ESTABLISH HEADLANDS PRESERVE TRAIL HOURS RECOMMENDED ACTION: That the City Council consider the request from the Center of Natural Lands Management (CNLM) to waive permit fees associated with their pending application for a Coastal Development Permit to establish trails hours for the Dana Point Headlands Preserve.
