4.1. AD 2003-1, 2023 Maintenance Cycle Project\nRECOMMENDATION:\nStaff recommends the City Council take the following actions:\n1. APPROVE the plans and specifications for the AD 2003-1, 2023\nMAINTENANCE CYCLE Project;\n2. REJECT the bid protest of VSS International, Inc. as meritless;\n3. AWARD the construction contract to the lowest responsible bidder submitting a\nresponsive bid, American Asphalt South, Inc., for the sum of $2,495,489.60;\n4. APPROPRIATE funding for the maintenance projects in the various zone Funds;
