15. CONSIDER ACCEPTING THE U.S. DEPARTMENT OF ENERGY'S ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANT AWARD OF $150,080.00 (CITY COUNCIL) RECOMMENDED ACTION — 1. ACCEPT the U.S. Department of Energy's Energy Efficiency and Conservation Block Grant award of $150,080.00. — 2. ACCEPT the Special Terms and Conditions and AUTHORIZE the City Manager to execute the Special Terms and Conditions and any related grant documents subject to approval as to form by the City Attorney.
