47. Armed and Unarmed Security Services Contracts\nRecommendation: Find that armed and unarmed security services can be\nperformed more economically by an independent contractor; award and instruct\nthe Chair to sign two contracts with Patrol Solutions, LLC, for the provision of\narmed and unarmed security services at the Department of Public Works'\nCentral Yard and various building and safety division permit office locations\nthroughout the County, for a term of one year, with three one-year and up to six\nmonth-to-month extension options, for a maximum potential contract term of 54\nmonths and maximum potential contract amounts of $4,229,557 for Group A,\nCentral Yard, and $3,189,600 for Group B, Building and Safety Permit Office\nlocations, with funding available in various Department of Public Works' Fiscal\nYear 2023-24 Fund Budgets, and funds to finance the extension options and\n10% additional funding for contingencies to be requested through the annual\nbudget process; find that contract work is not a project under the California\nEnvironmental Quality Act; and authorize the Director of Public Works to take\nthe following actions: (Department of Public Works) APPROVE\nExercise the extension options if, in the opinion of the Director, Patrol\nSolutions, LLC, has successfully performed during the previous\ncontracts' periods and the services are still required; approve and\nexecute amendments to incorporate necessary changes within the scope\nof work, and suspend work if, it is in the best interest of the County; and\nAnnually increase the contracts' amounts up to an additional 10% of the\nannual contracts' amounts, which are included in the maximum potential\ncontracts' amounts, for unforeseen additional work within the scope of\nthe contracts if required, and adjust the annual contracts' amounts for\neach extension option, over the terms of contracts.
