39. As-Needed Psychiatry Services Agreements\nRecommendation: Approve and authorize the Director of Mental Health to\nexecute Master Agreements (MAs) with qualified agencies, for the provision of\nas-needed psychiatry services, effective upon Board approval through June 30,\n2028, with two one-year extension options through June 30, 2030, with a total\nfunding amount of $2,839,534 for Fiscal Year (FY) 2023-24, and a total funding\namount of $5,679,107 for FYs 2024-25 through 2027-28, fully funded by\nFederal, State, and County funds; and authorize the Director to take the\nfollowing actions: (Department of Mental Health) APPROVE\nExecute additional MAs through June 30, 2028, or until the needs of the\nCounty are met, with additional qualified agencies that submit a\nStatement of Qualifications, provided that the agencies meet all the\nrequirements outlined in the Request for Statement of Qualifications\n(RFSQ), the additional MAs will become effective upon execution by the\nDirector, and will expire on June 30, 2028, unless extended for two\none-year terms through June 30, 2030, or terminated sooner;\nModify the RFSQ, including adding, deleting, and/or modifying services\nand rates, if applicable, and based on the needs and requirements of the\nCounty;\nExecute amendments to the MAs to modify or replace the statement of\nwork, provide an increase to the established per hour rates to\naccommodate hard to recruit specialties, emergent needs, and to\naddress increases in market salaries, provided that sufficient funds are\navailable, waive or modify insurance requirements on a case by case\nbasis, update and or/change agreement terms and conditions related to\nFederal, State, and County regulatory and/or policy as necessary,\nduring the term of the MA; and\nTerminate the MAs in accordance with the agreement’s termination\nprovisions, including termination for convenience.
