14. Combatting Identity-Based Hate in Los Angeles County through a\nComprehensive, Proactive, and Equitable Strategy\nRecommendation as submitted by Supervisor Mitchell: Instruct the Executive\nDirector of Racial Equity to collaborate with the Executive Director of the\nHuman Relations Commission, the Director of Public Health, through its Office\nof Violence Prevention, the Directors of the Office of Emergency Management\nand Mental Health, and request the Sheriff and the District Attorney, in\nconsultation with County Counsel, and other relevant County entities and\ncommunity stakeholders, to report back to the Board in writing in 180 days on\nthe following:\nA landscape assessment of the current strategies and initiatives the\nCounty is taking to prevent and combat identity-based hate and their\nassociated outcomes;\nRecommendations on how the County can take a more comprehensive,\nproactive, and equitable approach to mitigating bias and preventing\nidentity-based hate and violence, including the development of key\noutcome goals and priority issues to meet the needs of different\ncommunities;\nRecommendations on how the County can better centralize, coordinate,\nand operationalize its strategies to prevent and combat identity-based\nhate and violence;\nRecommendations on how County Departments and partners can better\npromote LA vs. Hate’s reporting system to impacted communities, and\nhow Departments can better coordinate providing culturally sensitive\nassistance to hate victims that are identified and connected to the County\nthrough LA vs Hate;\nResearch on how the County can learn from other jurisdictions and adopt\nnew evidence-based initiatives and strategies, such as Los Angeles\nCity’s New Hate Incidents System and West Hollywood’s Community\nSafety plans; and\nEstimated budget required to implement the expanded, holistic anti-hate\nstrategy with recommendations on long-term, sustainable funding\nsources for this strategy, including for the County of Los Angeles Equity\nand Diversity Fund;\nAuthorize the Chief Executive Officer to apply for and accept local, State, and\nFederal grants to support the County’s anti-hate efforts to prevent, address, and\nend hate, bias, discrimination, and xenophobia against marginalized\ncommunities, as well as celebrate the contributions of these communities, and\nexecute any agreements funded by these grant funds; and\nDirect the Chief Executive Officer, through the Legislative Affairs and\nIntergovernmental Relations Branch, to support State and Federal legislation\nthat seeks to mitigate bias within the County workforce, prevent discrimination\nand hate crimes, increase human relations education and training, and\nenhance communities’ capacity to effectively address intergroup relations\nissues.
