75. Ordinance Amending County Code, Title 7 - Business Licenses\nOrdinance for introduction amending County Code, Title 7- Business Licenses,\nadding Division 3 - Short-Term Rentals Registration to regulate Short-Term\nRentals in the Unincorporated areas of the County; the ordinance requires that\na Short-Term Rental Host registered each year and pay an annual fee of $914;\nrestricts Short-Term Rentals to a Host’s Primary Residence; prohibits\nAccessory Dwelling Units, rent Restricted Primary Residences, and Vacation\nRentals from being used as Short-Term Rentals; regulates the operation of\nShort-Term Rentals, including restricting the number of guests, length of stays,\nand types of events; regulates Hosting Platforms (E.g., Airbnb, VRBO) by\nrequiring compliance with County regulations; and establishes an enforcement\nand appeals process, including imposition of penalties and fees for\nnoncompliance; instruct the Director of Regional Planning to amend County\nCode, Title 22 - Planning and Zoning, any specific plans as needed, and the\nCounty’s Local Coastal Programs, to ensure the applicability of the ordinance to\nthe unincorporated areas of the County. And to strengthen the County’s ability\nto enforce the ordinance; and find that the proposed actions are not a project\nunder the California Environmental Quality Act.
